RHYMAN CONSULTING, LLC provides strategic guidance, financial structuring, project management, and research and analysis to affordable housing real estate developers and community development financial institutions (CDFIs).  The firm’s principal, Rachel Hyman, has extensive experience with securing public and private financing for real estate projects as well as expertise with the programs, agencies, and regulations associated with affordable and supportive housing.  She also has expertise in operations, policies and procedures, and asset management.  The business is a NYC Certified Women-Owned Business Enterprise (WBE).

  • Loan conversions and Project Underwriting 
    • Manage all aspects of process to convert from construction to permanent financing including working with financial and government entities, performing analysis to ensure project has met financial and operations hurdles, coordinating with staff on all sides of the transaction while directing the process forward expeditiously

REPRESENTATIVE PROJECTS

RHYMAN CONSULTING, LLC works with nonprofit and private real estate developers as well as CDFIs:

  • Financial structuring, negotiation and project management for a joint venture between a non-profit and private developer to enable the new construction of a 250 unit, $120 million Affordable Senior Project on publicly owned land in White Plains, NY.  Financing consists of 4% low-income housing tax credits, tax-exempt bond issuance, government subsidy, and bank financing. Client: Monadnock Development

  • Conversion of $17 million in construction financing to permanent debt for a scattered site 91 unit Harlem project –  into two 30-year loans – condo and rental – with NYC Pension Fund Financing, NYS Insurance, and NYC Subsidy. Client: Low Income Investment Fund
  • Market Assessment and Loan Product Development evaluating need and demand for a new financial product. Developed loan product parameters & key terms. Project consisted of interviews, analysis, loan structure recommendations and potential impediments, final report. Client: Low Income Investment Fund
  • Asset management work on a supportive housing building in the Bronx – Evaluate finances & lease-up processes and develop strategies to increase cashflow and create long term building stability.  Client: Homeward NYC
